why would bitrater viewer tell me the frame rate is 29.97 and dvd2avi say 23.97? I wanted to import the video file into Spruceup and I dont think it accepts 23.97. Anyway, I did the import and it accepted the file so I am guessing that the frame rate is actually 29.97. Is dvdtoavi looking at the file in a different way?

well if the m2v file has the flags that tell the player to do 2:3 pulldown on it that would explain why it shows up as 23.976 in dvd2avi but as 29.x in birate viewer.
See you encode the video progressive at 23.976 and then the device that plays the movie back on a tv does the conversion to 29.x fps
When I view those files in a program like restream etc, they always show that its 29.x fps...but its really "not"
