I kept hearing about how great 12a was, so I put it to the test. Here are 5 images. 2.59 is on the left. The top section is the mpeg output subtracted from the source.

The differences are primarily in the B frames. #5 is a P frame comparison though.

In most of the frames they're the same, but in a few (as shown above) 2.59 looks better. Also, 2.59 only takes about 66% as much time to compress.

Well some of the versions which followed 12a introduced some problems with VBR, and for this reason 12a still had some advantages but I have not actually seen anyone recommend 12a in years. The newest versions of TMPGenc are not necessarily the best but I think 12a was surpassed long ago.

I decided to put the theory to the test and I think the results speak for themself.
