Is it necessary to load mpeg2dec(x).dll when working with avi files?

In principle no, except if you are using filters from the mpeg2dec plugin (like SpatialSoftenMMX, etc.). If you are using AviSynth v2.07 (which comes with GKnot 0.27), then AviSynth has an autoplugin loading feature. In that case all the plugins in the plugin-dir are loaded automatically.

...and all the time I was wondering why avisynth would suddenly create a program folder in my programs dir...

If you have some free time you could read the AviSynth FAQ, I'm quite certain that it will reveal more secrets :)

I recently read most of the FAQ because I have been testing avisynth 2.5 alpha - but I didn't click on "Q45: How do I load a plugin in to AviSynth?" because I thought I already know...
btw the autoloading doesn't seem to work with 2.5 alpha??
(I installed avisynth 2.07, then replaced the dll with 2.5 - I checked the registry, the plugins key is there, as well as the avisynth 2.5 filter dlls in the plugins directory, but it doesn't autoload them. They work when loaded manually, though)
EDIT: Oops - I didn't reload my browser before adding something to my last question. So, it's ok - I haven't been using the autoload feature before, so I won't miss it too much in 2.5 alpha :D

That's true. Maybe that will be changed in the beta version.
