In my opinion there is a huge quality difference between VCD and SVCD. The resolution is much higher, the bitrate can not only be much higer but it can be used much more economically ie: VBR, and it natively supports interlacing. If you've ever seen S-VHS than its pretty comparable to SVCD, while VCD looks more like VHS. There are plenty of VCD and SVCD samples on the internet which you can use to evalute the formats or just do a quick test encode of each and see for yourself.

I'm not sure what you mean by pausing with VCD, I think you must have either authored it incorrectly or this must be an issue with your hardware player. As far as ff, rw, pause, stop, etc... as well as all interactive features such as menu's and chapters, VCD and SVCD are pretty much identical. Svcds do support multiple audio tracks and up to 4 selectable subtitles, but other than that there is really no difference.

And by pauses I mean the button pause to pause the movie.

just to throw in an interesting fact SVCD comes off looking much better than VCD since it has twice the horizontal resolution. Due to the way TV displays things and how our eyes work horizontal resolution is a lot more noticable than vertical. 352x480 would look better than say 704x240.

The VCD and SVCD use the same PBC(=play back cantrol),the same FF/RF button function also the pause/still image button. However, the subtltle button is for SVCD only. The audio button can change the audio track 1 and 2(both stereo) for SVCD but only left or right channel for VCD.
