Divx to DVD

hi i am new to all this ??? can some 1 please help?? wat is the the bet way to put divx movies back to dvd format ie for the best picture quality i have done a few using Tmpeg but the picture is ok until it is a black backgrownd in the film then it is very blocky is there any way of getting rid of this or is there a better programme??
