After reading a post about this problem (cannot find the recover file), i unchecked the activate dvd ripping box and went to the recover button and double clicked on the recover file. It tells me it cannot find the file specified. I went back to the activate dvd ripping button and it is checked again. I unchecked and saved and tried it again but it keeps putting the check back in the activate dvd ripping. There is also no IFO file in the directory? I chose the use internal routines and it already made the first bin/cue and I ran out of hard drive space like a dumb ass.

The file you are searching for will be in your "default" save folder. If you go to misc/recover and open your default folder, the file will be listed and the program will continue from the last finished step.

that was the problem, i could see the file there but when I chose it I would get the message file cannot be found. I think the problem was the missing IFO file because I pasted another IFO file from another rip and it seems to be working.

You might want to read the Stickies.

Q59: I tried to use Recover, but I get a file not found error.
A: If you have erased the IFO file you will get this error if you have ripping turned on. To resolve this issue either do not delete the IFO file when deleting the VOB files or make sure you have turned off ripping.

that was the problem, dvd2svcd deleted the ifo file and it kept rechecking the activate dvd ripping even though I would uncheck it. Any ideas where the ifo file goes?

It doesn't really "go" anywhere, it just gets deleted. Avoiding it is always the best option, but you can just recreate it with IFOEdit if necessary.
