If I want to capture with premiere, then encode with TMPG to DVD specs, then import these MPEG2 files into Ulead, why does it ask me when I go to author what bitrate I want like it is going to re encode the MPEG2 files? How do I just have it write my VIDEO_TS folder and leave the encoding out?

somewhere in the DVD Workshop options is an option not to reencode. otherwise just give DVDWorkshop the files from premiere ;)

In the version 1.0 trial, I don't see any option anywhere to not encode. If I use original AVI files how good of a job does it do at encoding?

Stick with TMPGEnc or CCE for encoding to MPEG2.
In order to avoid DVDWS re-encoding, on the Finish step, on Make Disc, choose Customize and set the bitrate HIGHER than that of your encoded MPEG2 file.
