M2V file reduction. How to...

If i have an m2v file that is 5GB and i want to reduce it to 4GB, what tool do i use to calculate bitrate? If i then load file in TMPGEnc and i want to do a 2 pass variable bitrate, where do i apply the given bitrate?

With the "Setting" button, next to the bitrate controls selector, because "Bitrate" is grayed out when you select 2-pass VBR.
