Is it possible to capture a frame from a movie loaded into maestro and then used as a background for an opening screen, similar to spruce up?

Yes it is possible! :)
When you left-click on the top of the timeline to add a chaptermarker, just look carefully at the bottom right of the dialogue box that pops up. It will have an option to save a bitmap at that precise point in your video stream.
Alternatively, if you already have a chapter mark, and wish to save a bitmap from it some time after you created the chapter mark, simply RIGHT-click on the chapter mark icon (it's a little diamond shape in the top of the timeline) and the dialogue box will re-appear, so you can edit the chapter marker or just save a bitmap of that video frame, in the manner described above.

this is the method i use to make all the pictures for my chapter menus .. make a chapter point .. move a bit into that chapter and find a spot i like .. save as bitmap .. resize that bitmap and paste it ontop of the chapter menu back ground .. add a black and white menu layer and a'm all done.
