Can you somehow enable CCE to pad so as not to go below minimum bitrate like TMPGEnc? I don't mean using CBR either.

The following is quoted from TMPGEnc.

"When encoding, if actual bitrate gets smaller than minimum bitrate, output null data for padding so that the bitrate does not get smaller than minimum.

This inserts padding appropriately so that data transfer rate to VBV buffer does not get lower than selected minimum bitrate.

This, sometime padding is inserted even if the bitrate is not lower than minimum, then file size would be increased.

FYI, this is always ON if it is fixed bitrate."

Are you talking in concert with DVD2SVCD or using CCE alone?

Yes preferably WITH, but any way you know of would help.

My problem is on my Phillips DVD793C standalone that is listed to play SVCD, it won't play anything made with CCE due to sometimes low bit rates, it actually stalls, but same thing happens with TMPGEnc without padding. Looking at my SVCD disc with PowerDVD it shows a very low video bitrate .10mbps or lower at the stall places but encoded with TMPGEnc with minumim 300 bits padding, it shows .16mbps or better. Stall points are usally at faded scenes with no video but sometimes sound. They do play great on the computer.

Just set your min in the bitrate-tab to 1374-AudioRate (e.g. to 1150 with 224 Audio) and CCE should stay at high bitrate.

I tried this exact setting and still stalls, PowerDVD still shows same video bitrate of .10mbps or less. I even tried larger minimum settings, reducing my audio as low as 128kb and same video results. I used CBR with all defaults and that does do the trick 2.0mbps or better, but like I originally said, I don't want to use it. I've had this happen with several movies.
