best settings for 4:3 movies

hi im searching for the best setting either for tmpgenc or cce for excellent svcd results- encoding time isnt a problem but tmpgenc 2pass with high motion compensation or cce with 4pass isnt the optimum for 4:3 movies.

if anyone got some suggestions or web-links - thanx
