I think you have a typo here. Note you wrote dvd2scvd but isn't it dvd2svcd (you swapped the v and c in dvd2svcd)?
Also, with the latest version of D2SCCD, this batch method (that creates the CD images twice) is no longer necessary. Just set the VCDXBuild path on the CD Image tab in D2S to point to the VCD Header Plugin, exit D2S. Then run D2SCCD, make sure "Integrate with DVD2SVCD" is checked and click OK. Now D2SCCD will be run first during the CD image creation process, then it calls the VCD Header Plugin which finally runs VCDXBuild.
