I'll like to hear your comments about what's best CCE or ProCoder.
1. Picture quality
2. Speed
3. Input type: AVS, Premiere, etc.
Thanks

for SVCD: ProCoder MasteringQuality - VERY slow, maximum quality, no direct AviSynth

Both encoders are great and have their own strengths and weaknesses. If you need to do pre-filtering without using AVIsynth, then Procoder incorporates some reasonable filter tools, but for speed, CCE is still king. As WarpEnterprises noted, the strengths of each encoder vary depending on what format type you are creating. mb1 really rates ProCoder for encoding DV material, for example, although I find it a little blurred. Picture quality is a subjective thing! :)
