Are there any DVD9 blank disks out there?

Like I said on the title:
Are there any blank DVDs 9+GB (dual layered) on the market?
If the answer is NO, then are there any plans for them to be created (or is this the way that the film producers try to avoid “piracy”)??
Can the existing DVD burners “burn” such disks??

DVD burners cannot burn these discs.
4.7Gb is maximum.....single sided.
Has been answered before heaps of times.
