I feel like this error has occured in previous versions and I also think it had been me reporting it then...so:
OGG Vorbis VBR quality setting switches back to default 0.200 no matter what you've changed it to before, in case you don't hit the "transcode button" right from that AC3/OGG page.
Keep going and boing!!!
