The folks at Tmpgenc in Japan have been good enough to provide an explanation why cutting SVCD work sometimes.
I want to take this opportunity to thank the developers for such a quick response.

If you have not seen our official announcement for loading MPEG-2
file as source file. please refer to this link first.

The reason why you were able to open an MPEG-2 file with
older version of TMPGEnc Plus is because you have installed
DVD player or MPEG-2 decoder software.
Older version used to rely on Microsoft Directshow to load MPEG-2 file, however some decoders do not allow other application use the feature through directshow depending on the specification of decoder.
Plus, as you might know, these decoder has priority, so if there is a
decoder which has highest priolity, and does not let other application
use it, such system can not load MPEG-2 file with TMPGEnc.
Thus, we decided to change specification in TMPGEnc 2.57.
Decoders we chose only for 2.57 are satisfies the following:
- one we have tested with TMPGEnc, and worked properly
- relatively easier to obtain legally
- one which has certain stability
- one which is known by people around the world
We hope you understood the reason of specification change
even if you do not appreciate it.
As far as we have tested, Ligos MPEG Decoder has better results
than Cyberlink MPEG Decoder(PowerDVD).

I recommend you to try both of them before purchaing.
The specification has changed into the version that PowerDVD is the newest. It is necessary to use overlay with WMP etc.
The image which is not overlay is necessary for TMPGEnc Plus.
Although there may be other way of loading MPEG-2 file
such as MPEG-2 Plug-in or other, since these are not our
product, we are unable to introduce them, however, you
may have chance to find some ways once you search on net.
We are developing the MPEG2 decoder.
