MPEG2 @ 14fps?

Im trying to covert some divx files to DVD/MPEG2 and one of them is 14fps. Im using TMPeg. Is it possible to leave it at 14fps and still work in a DVD playerr, or is there any way to convert it to 23fps without the audio going out of sync?

i think you should be able to double your frames (or there abouts) in tmpg to create a compliant frame rate and keep sync
