question about GOP headers

This consumer authoring program I use called DVDcomplete is telling me that my m2v is invalid because it says

"sequence start and GOP header mismatch sequence headers are required on every GOP check original video encoder settings"

I encode with TMPGplus. This has got me stumped as I have tried the wizard and manual settings.

im guessing you'll need to set the number to 1 for the "Output interval of sequence header:" on the GOP tab.
