Download VOBEdit from the Doom9 site and then open your VOBS and choose Demux. Or you can use Smartripper by telling it to rip everything to seperate files, and you can do the same with DVD Decrypter.

"cross-posting" means posting the same question more than once. This is unacceptable forum behaviour because it clogs up the forum and wastes other members' time, because someone may have already answered one of your posts on another thread, but not realise this, and take a lot of time and effort to reply to the unanswered post they are viewing at the time.
In short - POST ONCE, and choose carefully which forum you post it in.

Back to the original question, if the vobs are under 4.38 GB why are you trying to re-author them? Just burn them to DVD.

Right, why encode if the movie is under 4.3GB
But lets take a example, I'm doing Lord of the rings and after I re-encoded the file my size is still 4.7GB; whats the next step???
I used rempeg to encode the movie to a more friendly size (:D) but is slow, can I use CCE to get my m2v file???
If the answer is yes, how?

Yes, you can. Different people have different preferences between CCE and ReMPEG, but personally I'd use CCE every time. It's fast as hell, too. The relevant guide for using CCE to do the job can be found here:

Is CCE faster then TMPEG? By how much?

LOTs! :)
The output quality is very similar, but the speed is radically different between the two encoders. I encode DV files on a 2.26ghz P4 and I get slightly faster than real time, encoding 720x576 PAL. I can't remember how long this took last time I used TMPGEnc but I estimate it took a minimum of three times longer.
This speed difference is especially relevant when you are doing multi-pass encodes, since the time taken to complete the job increases at an exponential rate.
