OGG delay

Is there a way to change an OGG stream delay without re-encoding it ?
This would save much of my time while doing auodio-video synchronization.

I don't know of any program to do that. I kinda wish OggMux-0.9.4 delay settings actualy worked, but they can't due to some limitation. I wonder if Suiryc Vdub mod can do this. I haven't used it before, but if it's like Vdub, then it might just work. I suggest you try it. I will aslo try it as well.
