I am encoding a HI-Band Tape with two channel.How can i get a surround sound?What is the best way to creat a surround sound on a DVD.

to mix to 5.1 you really need to use a professional program and use a source that is split into each individual instrument (or sound effect)

Surround sound implies that you have at least 3 channels as source (the left, right, and rear). If you have only two channels in your source (left and right) you'd have to do some work on it to pull out the parts you want in the rear.
On the other hand -- if the source is already surround encoded -- you can put it as-is and the surround will remain. If you're encoding it to AC3 (for example with SoftEncode) make sure you tell the encoder that the source is surround encoded.

SoftEncode by Sonic Foundry does a really good job at encoding a 2 Channel Stereo .wav to Dolby Surround 2.0 .ac3. It cancels out the center sounds out from the left and right speakers and places it to the center and adds a touch of reverb to the rear speakers.
I encoded some Liquid TV and Aeon Flux to DVD using SoftEncode to create Dolby Surround and it sounds great.
I heard some really amazing things about Acid 4 - can't wait to get my hands on it.
