Why are both BBMPEG and TMPG in DVD2SVCD? From what I read they perform the same function?

Um, well, they can perform some of the same functions. However, tmpg is a much better encoder than bbmpeg, and bbmpeg is a much better multiplexer than tmpg...

In what way is BBMPEG a better multiplexer? I thought that multyplexing is a lossless process, so quality is not a concern, is it?

BBmpeg is not a Mpeg-1 / Mpeg-2 encoder.
TMPG can multiplex to some degree, but doesn't have the wide range of options as BBmpeg does and is nowhere near as good at muxing.
In short you cannot use BBmpeg to encode and BBmpeg is a much better muxer.
Just look at all the guides at Doom9. Whenever a muxer is needed it always recomends BBmpeg.

You can use bbmpeg for mpeg1-encoding, but the quality of the encoded file is much lower than e.g. tmpgenc.

@smiller667 Learn something new everyday.
I would definetly guess that the encoder quality is lower then a dedicated, often updated encoder like TMPG. TMPG is even considered a better Mpeg-1 encoder then CCE is.

I thought that TMPGEnc has been released for free. Atleast

Yeah thats the limited version to get the full version which dosen't limit the mpeg-2 part of the software then you have to pay for it. I dont use tmpg so there could be other things that is limited in the free version.

TMPG as long as I have been using it always let you use Mpeg-2 encoding for free for 30 days. Then only Mpeg-1 worked.
I don't know what else the Plus versions give you as I only ever needed the basics that were always free. I never really did Mpeg-2 encoding with it.
