Is it possible to use DVD2SVCD to rip a movie up to the point
where it rips the subtitles, and then use a Linux encoder
to do the rest of the encoding under Linux?

This would imply that there is an equivalent of CCE/TMPG for Linux,
as well as the rest of the utils used by DVD2SVCD.

You can manually stop it at almost any point. Just try not to stop it in the middle of a step. For instance stopping it in the middle of DVD2AVI has been known to curropt the VOB files.
I don't know of any encoders for linux, but I have never looked either.
