Removing FBI and starting at main menu on Reign of Fire

I've looked around some for an answer to my question, but don't seem to see one anywhere. In Reign of Fire R1, the dvd seems to skip around to VTS 03, then back to VTS 01. The normal way to remove the FBI warning doesn't seem to work, and trying to jump straight to the main movie title menue causes an illegal navagation error.

Any insight would be appreciated.
