I downloaded the VCDImager thing availible on the doom9 site, and then I attempted to convert 2 partial download files, which are mpegs into mpegs. Dat to Mpeg, but then when I tried to open it, it said the filters or something weren't supported, is there another program I should use? Also can someone explain what the features on the thing mean? Thanks.

You don't need to convert them. DAT files are playable as is. You can play them in Windows Media Player without any problems.

I should probably rephrase my question, I know that you can view .dat files on the computer, but I want to convert it into a mpeg, so I can cut out a specific part and then burn it to a CD.

You can cut directly in TMPG, just go to File -> MPEG Tools -> Merge & Cut.
There, be sure to select "Type: MPEG-1 Video-CD".

The problem occurs while converting one of the files, I convert it, and then I went to the TMPG thing, and tried the Merge and Cut, but it said "This file is not a MPEG", am I converting it wrong with the VCDImager, and also what should I have checked off for the VCDImager converter.
Thanks.

Don't convert them at all!
Load them as is in TMPG. After cutting, you'll become regular vcd-compliant MPG files.

If you only need to convert DAT to MPG, then the best and the easiest is to use VCDGear, it's very easy and friendly to use.
Hope I help you out and take care!!!
