Do I really need 2 passes for fixing Quantizers?

My goal maybe stupid (feel free to say so) and it's the following:
I want an encode with:
I-Frames at Q2 and
P-Frames at Q3
Now the only way I know to set these quantizer values is to choose 2 Pass - Second Pass.
But since I'm fixing these values, I shoulnd't need the stats from the first pass.
So, can I feed the codec with a fictitious first pass file? Or will it mess things up?

It's simple; just choose quality-based- or CBR-encoding and restrict quantizers in the quantization-table in the advanced setup.

I had tried the 1-Pass Quantizer and since there was no quantizer control, I assumed 1-Pass Quality or 1-Pass CBR were similar...

No prob. I once also wondered how to do what you aim to do but didn't want to think about it and went for constant quantizer instead; lazy stupid me...;)
