Subtitle problem (permanent), strange artifacts

I'm converting the movie Amelie. The english subtitles have a
strange problem, they appear not to be anti-aliased, they have
strange pixels around them in the background.

I've searched the forums but couldn't find a solution to this problem.

Any help would be appriciated.

Just a guess, since I don't know much about subs, but is your bitrate low?

No, i dont think my bitrate is low, but i may be mistaken, here
is what svcdinfo.txt says:

- Encoding mode: Multipass VBR
- Passes: 3
- Max. bitrate: 2530
- Avg. bitrate: 1697
- Min. bitrate: 300

The encoded movie (Amelie) looks very nice, and clear, only
the subtitles look very bad.

Looking at some other SVCDs that i've made, the average bitrate
on those is around 1970, so maybe the average bitrate is indeed low?

Yeh, 1600 is kinda low. I try not to go below 1800.

Does this mean there currently is a problem with permanent subtitles? Can we download a fix somewhere? :)
