Is it possible to encode MPEG files to VCD/SVCD with CCE

I have some MPEG2 files captured at a high resolution and high bitrate that I want to encode to VCD or SVCD. I want to use the CCE because it is very fast, but it doesn´t accept MPEG files as input.
Is there any workaround that makes it possible to load MPEG files into the CCE.
