I have the same problem mentioned in the following thread where when I try the VCD header trick (create a SVCD and change the header information using TMPG to trick the DVD player your CD is a VCD) but get a delay of 2 seconds of audio plus the pitch is lower.

Markrb mentions in this thread to, "try burning as a non compliant VCD" but I'm not sure what this means and how to burn a SVCD quality file on VCD.
Here are some of the things that I've tried.
1. Run DVD2SVCD in VCD mode. Successfully created VCD. But obviously quality not as good as SVCD.
2. Run DVD2SVCD in SVCD mode, use TMPG to change header of the mpg file, then recover the project, burn the cue/bin files. There must be SVCD information in the cue/bin files because when I try this method, even though I've changed the header, the CD itself looks like a SVCD and not VCD (if you browse through the directory structure, looks more like SVCD and VCD) and thus does not play in my DVD player.
3. Run DVD2SVCD in SVCD mode, use TMPG to change header of mpg file, then burn in Nero via the VCD mode and drag the newly create mpg file, gives warning that mpg file is not VCD compliant. This skips the cue/bin image burning method and works giving a very good quality SVCD video that plays in my DVD player but the audio is 2 seconds slower and has lower pitch. The funny thing is, the actual TMPG changed mpg file plays in WinDVD perfectly (audio in sync) but when I burn it, causes this problem.
4. Run DVD2SVCD in SVCD mode, burn the actual SVCD in Nero via the VCD mode and drag the SVCD mpg file, gives a warning message that the file is non compliant, and burn anyway. This plays but the frame just freezes at the first frame with grabled pixels. You can fast forward and see the frames but once you play it just stays on one frame.
Method three is the closest to the end product I am desiring except for the audio is two seconds off.
If there are other methods to try to get a SVCD quality in a VCD player, please let me know (including Markrb's burning of non compliant VCD method if its different from one of these methods).
Thanks,
krajyk
