I’ve been trying to convert a divx avi(23.976) to 25.000 pal using your guide I’ve also tried using the guide from vcdhelp everything goes ok till I try to burn the file in nero & it gives me an error saying invalid stream for (S)vcd, I’ve tried turning if compliance but it plays but the picture is mixed with the DVD players screen and the sound stutters, I know the dvd can play svcd because it identifies the disk and can play the samples on vcdhelp can u help?

Try using TMPGEnc's PAL template. When it comes to framerate conversions, if it's not standard, I always use TMPGEnc. It seems to be able to handle most unsupported framerates.

I wouldn't use TMPGenc to ever do framerate conversions. TMPGenc simply duplicates or decimates frames to make up the difference in playback speeds, so this almost always leads to horrible choppiness. If you need to do an ntscfilm (23.976fps) to pal conversion than use either Avisynth or Virtual Dub. Both will physically increase the playback speed as opposed to just duplicating 1 frame ever second...this is how a pal transfer is supposed to be done.
I think your problem in Nero is a combination of two things. First off Nero sucks. Secondly your program stream is just improperly multiplexed. I recommend demultiplexing in TMPGenc (file/mpeg tools/simple demultiplex)and remultiplexing in bbmpeg. Nero should now accept your file.
With all that said, I think you are just making things harder on yourself. Any fairly recent tv sold in a PAL region will also support NTSC. Even if your tv doesnt, nearly all dvd players sold in PAL regions can convert ntsc to pal 60Hz, which nearly all PAL tv's can play also. So the fact is that if you just author that SVCD in ntsc then it should play fine on your tv as is.
Just encode to 23.976fps with the 3:2 pulldown. Do a 5 min sample and test. It should work fine.

Alternatively, use the "Do not framerate conversion" option in tmpgencs advanced tab to achieve the same effect. Using this setting, no frames are duplicated, instead the video (and only the video!) is sped up. You have to encode the audio separately.
