encoding svcd to dvd without audio sync problems

ok, i have been trying to figure out what i'm doing wrong. I have tried to reencode 3 different svcd movies and when i am all done i get audio that is out of synch with the video. I have tried seperating the audio and video and encoding each on their own using besweet and tmpgenc and i have attempted to just add the initial mpeg2 file to tmpgenc and i get the same problem. Any ideas? I have successfully converted simple vcd tv rips and divx to dvd without these problems. Any help is appreciated.

are you converting the samplerate from 48khz to 44.1khz properly?

yes, it should be 44.1->48.

what program are you using to author the disc?

i have been using (before this problem) dvd movie factory to author the mpgs i create without a menu. but since i cant create a mpg without it being out of sync and movie factory dont seem to like m2v files, i am not sure what to do. is there another program i can get a hold of that i dont have to create a menu first (Spruceup seems to make me create a menu)

maybe you just have to create a basic menu with 1 button then?

well. heres my latest attempt. i seperated the audio and video into m2v and mp2 using tmpgenc. i then re-encoded the video dvd compliant again using tmpgenc. The audio was changed to 48 using besweet. then, i authored the 2 streams (m2v and mp2) using ifoedit v.95 and i got once again a movie with the audio out of sync.... where is it going wrong?
