I want to transcode an NTSC VCD to DivX. Now I know that normally NTSC VCDs are 29.97 fpr, but that only 24 fps are actual frames since that's what cameras film at. The VCD I'm transcoding is a Simpsons episode, so I don't know if the source is in fact 24 fps or 29.97. How can I find out (looking frame by frame is difficult since there is not very much motion) which it is?
Also, assuming it's really 24 fps, how do I perform the IVTC? I'm using virtual dub with only a resize filter at the moment. I tried using DivX 5 Pro's internal IVTC, but it didn't work (outputted an avi of the wrong size which couldn't be read by WMP (error was "couldn't allocate memry, size not set).
Also, what settings would people recommend for a video bitrate of 200 (no "increase the bitrate" answers please)? Ideally I would like to use RV9, but every rip i've tried to do from VCD to RV9 has had out of synch audio.
