blocks in film from dig camera, a good VD filter ??

hi,
perhaps its been answered, but i cant find it ...

i have a VHS tape of some home video done with a Digital camera (which i know nothign bout)

i notice theres alot of "blocks" appearing (maybe a setting with camera, i dunno, it was a one off, done by a relo)

is there a filter for VD that can magicly make it appear not so bad ??
or am i hoping for a miracle??
