Is there a way to create .cue files to .bin files so they can be burned in Nero?

I don't exactly understand your question, but I will try.

Cue and Bin files work together you need both. In a newer copy of Nero(make sure you have the latest version) using the file-> Burn Image you select the Cue file off the HD. This file has internal pointers to tell it to burn the Bin file.

You make these with DVD2SVCD if you choose VCDXBuild for your cdimage creator.

You don't convert a Cue to a Bin or the other way around. Each has it's own thing to do.

The Cue/Bin files created by DVD2SVCD work fine in the latest version of Nero.

Guess I should formulate it a bit better. If I have a .bin that I don't have a cue to. Like if I lost the original cue or downloaded the bin from somewhere, is there still a way to create a cue based on the structure of the bin so that I can burn it in Nero or do I have to use another program? And if so, which one?

The Cue is a simple text file. If you don't have one floating around have DVD2SVCD create one and then just read it to get the structure and naming conventions.

you don't need the .cue file. Just burn the .bin file. You'll lose chapters, title, change pics though. You can use discjuggler or nero I believe.

Edit: actually I'd like to correct something I said. I extracted the .bin .cue using cdrwin 3.9a and the .cue file looks like

I mounted it with daemon tools and sure enough the chapters were there in PowerDVD. So I guess if you just burn the .bin you lose only title and change cd pics and NOT chapters like I originally thought.
