AVIs to VCD

If this answer is posted somewhere, I am sorry for the posting but I am damned if I can find it.
Simply how can I convert an avi file to an mpeg so I can get it on vcd or to dvd

best place to look is in the tmpg or vcd forums. all avisynth does is make changes to the video stream (though it is lately also doing things with the audio stream as well). it is not an encoder, and changing an avi to an mpeg requires one. there are lots of specifics, so read the vcd guides. also, take the time to read the faqs at the top of each forum.
