I'd like to be able to take out unwanted audio files from a vob file and reassemble the file only with the english audio. Will this work? (In other words if I drop the vob files into the iso to replace the regular vob files and then brun the disk will it still play with out the other audio files...) What tools do this best?

strip streams with ifoedit

You will also need to use "Get VTS Sectors" since removing an audio stream alters the location of every VOBU.

Will I need to create any dummy files to replace the missing ac3 files?

There are no AC3 files, just streams.
