One question: The Doom9 ripping guide (e.g. DivX) is never talking about setting the right delay value of the ac3 file for encoding to MP3 or OGG Vorbis. Why? Is it not needed?

You got it right. If you have a close look at the AC3 -> MP3/Ogg guides you'll see that there's an option called "set delay to" and upon selecting the AC3 file if the filename contains the delay (which is the default if you're using dvd2avi) this value will automatically be set and the delay will be compensated in the output file so when you multiplex your mp3/ogg doesn't need a delay in order to be in synch.
