Video stuttering in DVD Workshop

I converted an AVI to a 4GB 704x480 6MB/s CBR MPEG2 with 48Khz 328Kbps audio with TMPGEnc using its std DVD NTSC template and selecting 6MB/s....the mpg plays fine under PowerDVD and under DVD Workshops preview....but when I author using "don't convert compliant video" (since its compliant) I get video VOB that skips, stutters, and momentarily freezes with software or hardware players...audio continues just fine and the video eventually catches up and then stutters again....

any ideas?

Probably has to do with the GOP's. It might not actually be "compliant" or DVD Workshop may be mucking the whole thing up. Do you have any other software other than that one? I highly recommend DVD Maestro (though no longer available for retail purchase) or Sonic's ReelDVD.
