Sorry if this a silly question,but as I can see the statsreader from koepi is included in his last build.So my question is:can we use it with bframes?

Sure you can, it'll produce a result very similar to internal linear scaling.

Of course. There's nothing special about it in terms of scaling the bitrate curve ;)
