Am I safe to split only at a chapter change, or can I split within cell changes? Are cell changes scene changes?

Well, that wasn't very helpful. Nor was making the same post in 2 other threads.

It is best to split a cell boundaries, which, in most cases, is the same as a chapter. But for those chapters with more than one cell, the only problem is how the second disk begins. Since this is not the IfoEdit forum, I assume you will be authoring the disks yourself, so that won't be a problem.
You might see some of the nasty green blocks, indicating that the first GOP following your split point was not a closed GOP. You can determine that ahead of time, though, by viewing the first frame.

My question is more along the lines of DVD ripping. I use DVDDecrypter for ripping DVDs and eventually I encode the rip to MPEG-4, either XviD or DivX.

My question is, if I have to split the movie in half that contains 20 chapters, and say chapter 10 is comprised of three cells, say I want the first half to be chapters 1-10(two of its cells), and second half to be chapters 10(third cell) + 11-20.

Are cells typically scene changes, or will I interrupt something very important?

Yes, cells are usually at scene changes, and usually will produce a clean break, but you must still split and check.
