ABR or AQR in XviD

Would it be possible to add an average bitrate system or even maybe an average quantizer system where let's say I would specify it to use a quantizer of 5 and it could drop to 2 and raise to 8 (The average being 2) but never go higher. The "LAME" mp3 encoder currently has an ABR option, but can such a method work with video too?

To have average bitrate, use CBR or two-pass encoding. To limit quantizers, set maximum and minimum in codec configuration.

CBR mode in XviD is natively, exactly ABR.
