Good quality TV out?

I've been using TV-out for a while now, got a Leadteak Geforce4 ti 4200. I've been using S-video, (the thing yellow cable). But one thing really bugs me, when watching the TV the picture sort of "blips". a Bit like when you see a Computer screen filmed with a camera. I know this is because a PC-montitor uses a different system, and a TV uses "lines". Is there any way I can change the "out" signal from the computer, so it fits the TV better?, And get rid of that thing?. I know its possible on Macs. Anyone have a clue? Anyone understand what I'm talking about? :)

Is it a shearing kind of effect where the top half of the screen is like one frame ahead of the bottom half?
If so it's a refresh rate issue I think... I don't see how it is possible to fix that on a mac.....

The out signal from the computer is most likely perfect, it's just drawing a frame to the video card half way through sending one to the tv, thus you get half the frame ahead of the other.

I think it'll probably help. I managed to get the same quality from my Leadtek Geforce as my standalone Philips DVD player!!
And the yellow thingy is composite, NOT S-video. S-video is better.

Biggest problem is that you have to pay for the program :(. But there's a shareware version you can try (for 10 minutes :/)
