Whenever I capture video from VHS tape/TV station as MPEG NTSC 7200x480, then convert that video to SVCD using DVD2SVCD with CCE encoder, the DVD2SVCD log show "Hybrid film detected, IVTC activated , this will slow down the entire process,..." this make CCE speed slow down a lot from ~2.1 for DVD movie source (Ronin movie was 2.11) to ~1.2 for VHS/TV source. How can I avoid that problem?

You don't want to deactivate IVTC if it's possible to do. It brings the content down to progressive 23.97fps NTSC and thereby massively improves the quality of your encodings.
However, if the ivtc process is erroneously used for non-telecined content, then you'll get bad results (stuttering video) and you'll need to deactivate the automatic ivtc (I can't tell you how exactly - I'm not using DVD2SVCD, sorry)
