Does anybody know where I can get this file? The one listed for download on this site ends with .rar (I guess instead of .tar... which does not work when renamed)

.tar (whatever that is) is not instead of .rar. Rar is a compressing utility like zip. Use a program like WinRar to open and extract the rar-file.

Ah.. I see... .tar is tape archived reasource... I think. Anyway, thanks for the info... you can see how that confused me!
