I have two parts of a film as mpg, which a wanted to join into one big mpg. Tried TMPGs MPeg Tools, but they crashed. Then I tried to open the first mpg into Virtual Dub. It said that there is an unexpected end of file. Is there any way to repair that? Any possibility to join the two mpg, probably another program?

Maybe this will work?
MPEG Scissors 1.205
This program makes it easy to cut and join MPEG files.

Does simple file joining keep the internal mpeg structure?

The binary file join creates bad mpeg.
I now managed it: I took the bad first mpeg, loaded it into TMPG, chose MPEG Tools, File Merge/Cut, and cut picture by picture at the end, till no crash occured anymore. So I achieved a good mpeg by cutting 4 pictures off the end. After that I joined the new good first with the good second I already had.

AVI/MPG/RM Joiner is also a nifty program which does the job pretty well. The drawback is that it#s 10-day limited Shareware, but if you don't have to join files regulary or are able to spend 20 dollars, then this is for you:
