Size of my file

I follow these guides http://www.atlandide.net/~uncasms/en/index.php and http://www.divx.com/support/guides/guide.php?gid=2 and i am trying to get my file size to 700megs or 1400megs but it always ends up being a lower size like 614 or like 1200 megs is there a way to make sure that it ends up exactly 700 or 1400

I don't know those guides -- but there's a pretty good description of Compressibility Checks in this link to Doom9's DivX 5 Guide (http://www.doom9.org/gknot-main3.htm), under the link in Step 2. Also, take a look at this thread from Doom9's DivX 5 Encoding Forum (http://forum.doom9.org/showthread.php?s=&threadid=24584), which is all about undersized files and what to do about them.
