There looks like there is a new burning feature in DVD Decrypter... Will this burn an exact copy of a DVD? If not is there a program that will?

It allow you to burn an image file of a DVD.
Yes you can do an exact copy of a DVD5, just ripping it to HD with dvddecrypter(ISO mode) and burning it also with DVDdecrypter.

1) Usually by the color of the playing surface: silver is most likely DVD5, gold DVD9.
2) Put your DVD in your computer DVD player and check it's capacity. If it's less than 4.37 GB it's DVD5, otherwise a DVD9

IFOEDIT can do that for you... It has an option to split a DVD9 on 2 DVD-Rs.
There are some useful guides on Doom9 that explain how to do it:)
