Very Simple Resize Filter

Can I use any of the existing resize filters to just perform a simple "expand" type fuction for debugging purposes (Or any other method?)
e.g

AB
CD

x4x4 gives

AAAABBBB
AAAABBBB
AAAABBBB
AAAABBBB
CCCCDDDD
CCCCDDDD
CCCCDDDD
CCCCDDDD
