I have encoded a movie with one language AC3 audio. There is a way to create a second movie with another AC3 without have to encode the full movie?

Try this...[list=1] Start Nandub
Open the .avi file
Set Video to "Direct Stream Copy"
Set Audio to "AC3 Audio..." and select your new file.
Set interleaving and delay as appropriate
Save as AVI....and save avi with your new audio stream.[/list=1]

But if my AC3 was bigger than the original that I have created? My movie has 2 CDs, and using that option that I know how to do, I will not fit on 2 CDs.

Maybe you should have said that the first time to save jggimi the trouble.
One way is to transcode the new AC3 to a lower bit rate so it's a smaller size than the first one. Here's the link to Doom9's AC3Machine Guide (http://www.doom9.org/ac3machine.htm).
If the difference between the 2 AC3 files isn't much, you might try encoding the end credits with a higher quant.
