can anyone tell me how 2 make (convert) an svcd audio track into a ac3 track wot i can multiplex with tmpg
and can you tell me the tools i will need aswell

You can use TMPGEnc to demultiplex audio and video (File / MPEG Tools / Simple De-Multiplex). Then you have to use AC3Machine to convert mp2 into ac3 track.

I don't recommend you to do so. I assume, you're making a DVD. If the SVCD soundtrack ist already sampled @48KHz, just use it as is.
If not, convert the sample rate to 48KHz and recompress to MP2 @384kbps or something to minimize quality loss.
MP2 has the advantadge to keep the volume as is. AC3 encoding is very slow and complicated.
DVD accepts MP2-sound.
